Open Dump Sarimukti
By Gede H. Cahyana
There is a big problem of solid waste management and
disposal in Indonesia. What’s that? Volume! Volume or rate of generation is out
of the box. Not business as ussual, for example is the tonnage of solid waste
in Bandung city that dumped in Sarimukti.
TPA Sarimukti is the only
one of disposal point for solid waste of Bandung and Cimahi. This point is an
open dumping, not a sanitary landfill. For this time, management of solid waste
always take a NIMBY principle: not in my backyard. It should be switched to
another principle like waste for one is added value for another.
Sarimukti has two problems,
i.e: quantity of solid waste and condition of disposal point. About 5,000 m3
per day, the generation of solid waste need a very large area for disposal such
as sanitary landfill or at least controlled landfill. Not open dumping as
usually. Social problem appeared because of the open dumping release its rotten
odor and bad smell.
So, the leachate treatment
is also failure to get the best quality of effluent, esspecially in rainy
season, and because of its collapse in hydraudinamic coresspond to plant
design. To make it become optimal treatment, leachate must be treated by plant
that follow the design criteria in regulations or textbooks. For the solution
of this problem of waste, the provincial government and three local governments
around great Bandung basin need to work together to help each other, both in
the provision of land for the sanitary landfill, and in terms of social and
public health cases around the disposal area.
Rights and obligations of
each local government should be accomplished so that there are no conflicts in
the communities and result a win-win solution. *
